Job Description

BETA Systems International, LLC (BSI) is seeking a highly qualified Program Manager (Senior Contract Specialist) to provide dedicated acquisition support to a federal agency within the Department of Health and Human Services. This position is contingent upon contract award.

Location: Primarily remote/contractor’s facility (no geographic restriction). Occasional travel to government facilities for badging/fingerprinting may be required. Travel will be fully reimbursed in accordance with federal travel regulations.

Key Responsibilities:
• Lead and manage all aspects of contract and acquisition support activities throughout the procurement lifecycle.
• Oversee pre-award, solicitation, evaluation, award, and post-award contract functions in accordance with Federal Acquisition Regulations (FAR), HHS Acquisition Regulation (HHSAR), and CDC policies.
• Provide guidance and corrective action plans, identify and resolve issues, and ensure effective management of subcontractors if applicable.
• Ensure customer satisfaction and uphold professional and ethical standards for all contractor personnel.
• Prepare and submit required deliverables, including progress and status reports, in accordance with contract requirements.
• Participate in meetings, provide technical advice, and support the OAS in decision-making processes.

Minimum Qualifications:
• Bachelor’s degree required.
• At least seven (7) years of experience in program management, contracting, acquisition planning, or a combination thereof.
• Current or previous Federal Acquisition Certification in Contracting (FAC-C) for a minimum of five (5) years, or civilian equivalent.
• Previous experience with Integrated Contracts Expert (ICE) system preferred.
• Strong leadership, organizational, and communication skills.
• U.S. citizenship or authorization to work in the U.S. is required.

• All employment is contingent upon contract award.
• Must complete mandatory training upon onboarding and annually thereafter.
• Must provide a detailed resume demonstrating relevant experience and qualifications.
